Every tool in this category will sell you "vertical video." Almost none of them will tell you the one thing that decides whether the file you get back runs cleanly in the Instagram Stories placement: whether it comes out as a true 9:16 master, or as a 1:1 or 4:5 asset that a template letterboxes to look vertical.

That distinction is not cosmetic and it is not our opinion. Meta's own Instagram ads media requirements reference states that "videos cannot be cropped, so you should provide videos between 1.91:1 and 4:5 or 9:16 and taller." A video that is not already the right shape does not get reframed for Stories. It gets transformed into the story format with generated bars above and below it, and your only control over those bars is a hex color code. So the single most useful question to ask a vendor before you pay them is not how many avatars they have. It is: what aspect ratio is the file you hand me?

The five routes, compared on the thing that matters

Prices below were checked against each vendor's own published pricing page rather than a roundup, on the dates shown. Vendors change pricing often, so verify before you buy.

RoutePublished US priceNative 9:16 master?Turnaround per variantWhere it winsWhere it loses
UGCGen Starter $49/mo, Plus $149, Pro $499 Yes, plus 1:1 and 16:9 exports Minutes Vertical is the default output rather than a crop preset, so Meta never has to transform anything The free tier is watermarked and outputs a static image, not motion video. You need a paid plan for a runnable Story ad
Creatify Starter $39/mo (100 credits), Pro $99/mo (300 credits), verified 31 Aug 2026 Yes Minutes Large actor library, batch mode, URL to video, and a competitor ad tracker most rivals do not ship Credit accounting means your real cost per variant depends on how many drafts you burn getting the hook right
HeyGen Creator $29/mo, Pro from $49, Business $149 plus $20 per seat, verified 21 Aug 2026 Yes Minutes The strongest avatar and multi language dubbing quality in this group Built as an avatar video platform first and an ad tool second. Ad structure and hook variation are on you
Captions Pro $9.99/mo, Max $24.99, Scale from $69.99, verified 23 Aug 2026 Yes, mobile first Minutes Cheapest entry point on the list and genuinely good caption styling Closer to an editor than an ad generator. You still need the script, the presenter and the offer
Hire a UGC creator Marketplace rates, plus a separate paid usage rights fee Only if the brief says so One to three weeks A real person, real credibility, and content that can run under their handle as a partnership ad A creator who films 4:5 because it suits their own grid has handed you an asset Meta will crop. Put the ratio in the brief

One vendor is missing from that table on purpose. Arcads is frequently recommended in this category, and its pricing page has returned a 404 every time we have checked it since August. We are not going to publish a price we cannot load, so if Arcads is on your shortlist, ask them directly and get it in writing.

Why the aspect ratio question beats every other spec

Suppose two tools produce identically good creative. One exports 9:16. The other exports 4:5 with a "story preset" that adds padding. In the Feed placement you will never see the difference. In Stories you will see it every time, because Meta treats the two assets under different rules and it publishes both of them.

For images, Meta states that "if an image ratio is between 4:5 to 9:16 and you do not provide a cropping spec, we crop it to 4:5." That is a helpful default written for people who have not thought about crop specs. Read it as an advertiser and it says something less comfortable: the full screen still you designed for Stories can be delivered as a portrait card, and because it is a default rather than an error, nothing tells you. For video, as above, there is no crop at all. Meta acknowledges the transform directly in its Stories customization guide: "if you transform a non 9:16 ad creative into a full-screen story format, you can also edit the generated background colors."

So the practical shortlist test takes about four minutes. Generate one asset in each tool you are evaluating, download the file, and check the dimensions in your operating system's file inspector. If it says 1080 by 1920, the tool is doing the job. If it says 1080 by 1350 with a story template wrapped around it, you are buying padding.

What a fair price per variant looks like

The unhelpful way to compare these tools is monthly subscription price. The useful way is cost per usable variant, because the entire reason to generate ad creative rather than film it is volume. If you need eight hooks tested against one product, a $99 plan that yields eight finished vertical videos is dramatically cheaper than a $29 plan that yields two before you run out of credits.

Work it out with your own numbers before you subscribe. Take the number of products you need covered, multiply by the number of hooks you want to test per product, and check that against the plan's monthly output rather than its headline price. Most teams discover they need the middle tier of whichever tool they pick, and that the cheapest plan on the page was never going to survive contact with a real testing schedule.

The costs that sit outside the subscription

Two of them, and both get forgotten in the spreadsheet. The first is usage rights if a human creator is involved, which is a separate negotiation from the content fee and is the number that decides whether you can run the asset as paid media at all. Creators who work this way track content fees and licensing fees as distinct lines of income for exactly that reason, and it is worth understanding how they think about what each deliverable actually earns before you open with a flat rate that bundles both.

The second is the destination. A Story ad is a single tap to a product page, and paid vertical traffic converts badly against a page that loads slowly or does not load at all. Whatever you spend on creative, it is worth making sure something is watching that the page is actually up while a campaign is spending, because a Story ad running against a dead landing page is the most expensive creative you will ever buy.

How to run the shortlist

Pick two tools, not five. Generate the same script in both, with the same product and the same three hooks. Export, confirm the files are 1080 by 1920, and run them as a Stories only ad set for a week so the read is clean. Splitting the placement out matters more than it sounds: automatic placements will blend Stories into a Feed and Reels average, and a weak vertical creative can hide inside a healthy account number for months.

If you want the full picture of how the placement handles your asset before you spend anything, our Instagram Story ads page quotes Meta's media requirements reference in full, including the parts Meta has quietly stopped publishing. The Instagram Reels ads page covers the other vertical placement, where the creative rules are similar but the question of whose handle the ad runs from changes the economics entirely. And if your bottleneck is catalog coverage rather than hook testing, bulk UGC content is the workflow built for producing one vertical cut per SKU rather than one per campaign.

The short version

Ask every vendor one question: does this export a true 9:16 master. Compare on cost per usable variant rather than monthly price. Budget usage rights separately if a human is involved. Test two tools, not five, and run them Stories only for a week so you learn something you can act on. Meta has published exactly what it does to an asset that arrives in the wrong shape, and the whole job is making sure it never has to.
